1. The “Incre”
(from the phrase “intellectual creativity”) is a virtual currency (electronic
money) of the PlatoNicK project.
2. 1 Incre
= 100 "nova" (from the word "novation").
3. The Incre
is generated within the framework of the PlatoNicK project. At the
initial stage of the development of this virtual currency system, this monetary
unit is designed to encourage (pay a prize) to the successful participants of
the PlatoNicK project - winners and prize-winners of scientific analytics
championships, as well as to organize and ensure commercial transactions and
financial settlements within the project.
4. In the
future, if the popularity of the Incre will grow (in parallel with the
increasing prestige of the PlatoNicK project) and it will accept by the general
public as a measure of value, a means of accumulation and payment, this
currency may hypothetically be subject to free circulation outside the project. At the same
time, the exchange rate of the Incre, expressed in traditional currencies, is
formed on the basis of the market ratio of supply and demand.
5. All
commercial options, services and goods in the project can be paid in
traditional currency or in the Incre. Project participants and other persons have the right
to freely transfer the Incre to each other on various legal grounds (based on
transactions), as well as exchange them for traditional currency within the
project (at the internal rate of the project) or at a free market rate (outside
the project).
6. Third
parties have the right to freely purchase the Incre from project participants,
the Incre operating system or other legal owners on the basis of legal
transactions.
7. The
Incre emission is carried out by virtual-digital (electronic) issue of a
certain number of currency units based on the results of each stage of the
scientific analytics championships of various levels and types in personal
competition.
8. The
Incre is issued (emitted) for each individual winner and prize-winner of the
stages of scientific analytics championships of various levels and types. Thus,
the fact of international expert recognition (assessment) of high quality,
originality and innovativeness of concrete author's research works is expressed
in the official determination of the winners and prize-winners of scientific
analytics championships, and such recognition initiates emission. Therefore,
only transparent, progressive and innovative intellectual (research) activities
within the framework of the PlatoNicK project can be the only basis for the
Incre emission. The
Incre emission is the actual process of converting intellectual resources
(creative energy of formation of new advanced knowledge) into financial
resources (economic energy).
9.
Spontaneous and uncontrolled emission of the Incre is impossible. Considering the strict rules of such
emission, the dynamics of the quantitative change in the Incre money supply
available for obvious forecasting and control.
10. The Incre
emission is directly related to the facts of the development of scientific
innovations and is predetermined by them. The guarantees of the innovative
content of scientific researches, which, within the framework of the scientific
analytics championships of the PlatoNicK project, receive a high level of
expert assessment (and their qualities predetermine the laureate statuses of
the authors), are the mandatory requirements for originality, innovation and argumentation of
the content of articles and reports, wide and open promulgation (publication),
professional discussion and scientometric indexing of scientific works. Each
scientific research that receives a high level of expert assessment in the
PlatoNicK project inevitably and unambiguously contains the real, original
contribution of the author of such research to the development of science,
collective intelligence and social progress.
11. The
Incre emission carried out annually and in stages: during each calendar year,
the stages of currency emission are synchronized with the holding (summing up
of competitive results) of the stages of the scientific analytics
championships. With
the full implementation of the program of championships in scientific analytics,
at least 3 stages of championships are held annually in each of the 12 basic
branches of science. Within each basic branch of science, the winners and
prize-winners of the championships (1st, 2nd and 3rd places) are determined in
all problem (thematic) sections (from 7 to 12 sections within each branch). At each stage
of the championships, their laureates will be determined in separate sections
(alpha championship) and within the branch of science (absolute championship)
on national, continental and world scales. The results of championships at the
intersectoral level (mega-championship) for the purpose of the emission
currency are not taken into account. Thus, the potentially possible maximum number of
winners (laureates) of scientific analytics championships who can initiate the
currency emission is known in advance.
The real
quantitative volumes of such emission at each stage (and in total - according
to the results of the year) depend on the actual number of officially declared
prize-winners (there may be less than the maximum possible number) and the
quality of their scientific researches. Such quality is determined by expert assessment (exactly
how much the currency will be issued in relation to each laureate research
depends on the number of points of its expert assessment).
12. The
volume of the Incre emission for each individual winner and prize-winner is set
in the amount of the number of the units of the Incre, which corresponds to the
number of units by which the average point of expert assessment of the research
of each such laureate exceeds the total average point of expert assessment of
works of all participants in a concrete stage of the championships of the
corresponding level and type. At the same time, the final number of units of the
Incre emission in relation to each laureate of championships is determined
using two types of increasing coefficients: 1) "title"
("diploma"): 1,2 - "bronze" diploma; 1,4 -
"silver" diploma; 1,6 - "golden" diploma; 2)
"rank" ("widescale"): 1,2 - national championship; 1,4 -
continental championship; 1,6 - world championship. Thus, the Incre emission volume
directly depends not only from the quality (which is expressed in expert
assessments) of scientific researches of the championship laureates, but also
on the factor of intellectual competition, which is expressed in the prizes
places (diplomas), which are occupied by the championship laureates.
13. An
amount of units of the Incre corresponding to a whole number may be issued. If
necessary, the emission volume calculated in accordance with the established
rules is rounded up to a whole number. A volume of money supply, that the emitted additionally
is transferred to the Incre operating system.
14. The whole
volume of the Incre emission in relation to each winner of the championship is
accrued to such a person and transferred to him in the ownership, with the
exception of 20% of this amount, which is transferred to the Incre operating
system.
15. A part
of the Incre emission, transferred to the Incre operating system, is used by
the operators (administrators) of the PlatoNicK project to ensure development
of this project, additional incentives for effective project participants, as
well as maintain the stability of the Incre circulation.
16. Each
emitted the Incre unit has an identifying serial number, which consists of sign
symbols characterizing the following information: the date of the official
electronic publication of the scientific research of the laureate; the initial
letters of the name and surname of the laureate and all the words that make up
the title of the scientific work (article, report) of the laureate; the code of
the branch of science and the section; the type of the championship
("alpha" or "absolute"); the numeral indicating the place
taken by the laureate in the championship; the letter denoting the rank (scale)
of the championship; the ordinal number of the Incre unit, issued in connection
with the receipt of the scientific work of the corresponding laureate status. 1
“nova” has a similar identification number indicating the fraction (from 001 to
100) of the concrete Incre unit of which this “nova” is a part.
17. The
Incre emission is carried out automatically in accordance with the established
rules. Accounting of the issue and movement (transactions, transfer of
ownership) of financial resources is carried out electronically by the Incre
operating system. Incre,
in fact, is decentralized, depends on the active, efficient and economically
meaningful actions of individuals and is based on the facts of generating such
economic resources as scientific innovation.
18. In
order to limit the possibility of excessive growth of the money supply, ensure
the stability and optimization of the Incre turnover, minimize of a destructive
influence on the entire monetary system of speculative currency transactions, a
deadline for the turnover of each Incre monetary unit (including "nova")
is set for 5 years from the moment of its issue. After this period, the five-year
Incre unit is withdrawn from circulation and within a 10-day period is subject
to mandatory (forced) exchange for the traditional currency at the current
market rate (via the Incre operating system) with the transfer of such currency
in favor of the Incre owner.
19. Preventing
excessive volatility and devaluation of the Incre is ensured by several
factors: 1)
the natural resource origin of the currency and its real economic content,
which there is no need to "invent" with the help of large-scale and
aggressive advertising, rumors and speculation (direct connection with an
economically valuable resource - scientific innovations); 2) limited,
predictable and controllable emissions; 3) significant limitation of
speculative and illegal currency
transactions; 4)
the presence of a natural environment for the active and unconditional use of
the Incre as a means of payment for the purchase of goods, services and other
transactions (within the PlatoNicK project); 5) the clear and strict rules of
emission and circulation;
6) the presence of a guarantor (represented by the administrator of the
PlatoNicK project) of the solvency (liquidity) of the currency (including the
inevitability of its final exchange for the traditional currency), as well as
the legality of the turnover (use) of the Incre; 7) the possibility of fair
arbitration on questions of transactions with the Incre; 8) a
significant reduction of the possibility of any external influence of a
non-economic (non-objective) nature on emission, turnover and market value; 9) positive,
progressive and socially beneficial essence (content) and image of the Incre,
which is directly related to the active scientific process and the development
of innovations.
20. The
social significance of the virtual currency "Incre" expressed in the
fact that it is a symbolic form of impersonation of the permanent and most
important social value - progressive intellectual creativity and innovations. Higher points
of expert assessment in the science analytics championships are awarded to those
researches which have such excellent qualities as a significant level of
innovation, validity and practical applicability. Accordingly, the winners and
prize-winners of the championships are the researchers - the authors of the
most effective innovations. It is in direct connection with these facts that the
“Incre” currency is issued. And the higher the level of innovative value of
each laureate research, the higher an average point of its expert assessment
and the amount of emission that is initiated by such work.
21. The
economic validity and expediency of the "Incre" currency is that it
is innovation (which is symbolized by this currency) that is the driving force,
the catalyst for social progress and economic growth. Moreover, any progressive innovation
has commercial potential, social necessity, economic demand, cost and potential
for effective transformation, rationalization of business processes, creation
of added value and jobs.
Moreover, the money mass of the Incre is not initially an empty formality
(meaningless information), because it has the real economic parameters of
origin and valuation: the currency characterizes the conditional cost (cost
price) of the aggregate of intellectual, physical efforts and material expenses
of researchers for the development of innovations, as well as the market value
of such innovations.
22. The
functioning of the “Incre” currency is objectively ensured by the inevitably
high social demand for innovations and their real market value.
23. Thesis
comparison of the “Incre” currency with other virtual currencies (electronic
money).
All today’s
famous virtual currencies (including cryptocurrencies) are simply units of
digital information. Basically,
such information does not have a specific meaning (content, independent sense)
- it is only an abstract and formal given (immaterial fact), which a certain
number of persons have decided to perceive as value. Exactly on facts local public
recognition, propaganda (advertising), as well as the faith (sympathy) and consent
of a certain number of persons to use such empty information as a means of
payment (exchange equivalent of market resources) the value of most types of
electronic money is based. As soon as such belief and consent disappear, the
value of electronic money is immediately lost. Because such currencies do not
have an independent content - their own ("internal") economic value
in the form of natural origin from the depths of the collective system of
creative social activity, as well as objective social demand and the ability to
satisfy the economic, production needs of people. To a large measure, electronic money
is an emptiness, a fiction, an abstraction, which, in general, is able to
temporarily satisfy only the speculative needs of individual market players and
is practically useless for the fundamental processes of the economic
development of a society.
Only concrete, progressive, constructive information can have an
explicit economic value.
Innovative, knowledge-intensive and applicable in economic activity
information has the highest economic content and social value. Exactly this
information in symbolic form that is displayed (symbolized) by the Incre
currency. By
and large, innovative scientific information with a progressive potential for
social development and economic growth does not have any alternatives
(substitutes) among information of any other kind. According to the criterion of value
and innovative content, with the Incre electronic currency cannot be compare
any other, meaningless or economically useless digital information cultivated
on the Internet. Within
the framework of modern liberal trends and sympathetic perception by the
"self-contemplating" collective consciousness of various forms of
abstract (irrational) reflection, many ideologists, functionaries or
manipulators are trying to offer society as an "ideal currency" an
empty set of digital codes, posts, likes, everyday messages and comments,
primitive photos, clicks or any other insignificant actions in virtual reality.*

(money through to the fault of national governments is often insufficiently
effective as universal economic resources and is now massively criticized) is
expressed, first of all, in the historically formed (evolutionary) social
harmony (consent), the political organization of society, and state guarantees
of the solvency of money (debt obligation of the government). This
entire system of political and economic social contract is an uncontested
guarantee of the survival and the development of the society, the effective
counteraction to destructive chaos. Electronic
money, initiated by corporations and individuals, does not have all of these
deep (underlying) signs of value, social necessity and large-scale collective
integration of people, as well as economic processes. Any,
even the most efficient and highly organized virtual currencies of private
initiators cannot be substitutes for official state currencies (paper and
electronic), but can, at best, only supplement them as an alternative financial
instruments.

4. В перспективе, в случае роста популярности Incre
(параллельно с возрастанием престижа проекта PlatoNicK) и признания её широкой
общественностью в качестве меры стоимости, средства накопления и платежа, эта
валюта гипотетически может подлежать свободному обращению и за пределами
проекта. При этом курсовая стоимость Incre, выраженная в традиционных валютах,
формируется на основе рыночного соотношения спроса и предложения.
5. Все коммерческие опции, услуги и товары в проекте могут
оплачиваться в традиционной валюте или в Incre. Участники проекта и иные лица вправе
свободно передавать Incre друг другу на различных юридических основаниях (на
основании сделок), а также обменивать их на традиционную валюту в рамках
проекта (по внутреннему курсу проекта) или по свободному рыночному курсу – за
пределами проекта.
6. Третьи лица вправе свободно приобретать Incre у
участников проекта, операционной системы Incre или иных законных обладателей на
основании легальных сделок.
7. Эмиссия Incre осуществляется путем виртуально-цифрового
(электронного) выпуска определенного количества единиц валюты по итогам
проведения каждого этапа первенств по научной аналитике различных уровней и
видов в персональном зачете.
8. Incre эмитируется в отношении каждого индивидуального
победителя и призера этапов первенств по научной аналитике различных уровней и
видов. Таким образом, факт международного экспертного признания высокого
качества, оригинальности и инновационности конкретных авторских
исследовательских работ выражается в официальном определении победителей и
призеров первенств по научной аналитике, а такое признание инициирует эмиссию.
Следовательно, только прозрачная, прогрессивная и новаторская интеллектуальная
(исследовательская) деятельность в рамках проекта PlatoNicK может являться
единственным основанием для осуществления эмиссии Incre. Эмиссия Incre – это
фактический процесс преобразования интеллектуальных ресурсов (творческой
энергии формирования новых передовых знаний) в финансовые ресурсы
(хозяйственно-экономическую энергию).
9. Спонтанная и бесконтрольная эмиссия Incre невозможна.
Учитывая строгие правила такой эмиссии, динамика количественного изменения
денежной массы Incre поддается очевидному прогнозированию и контролю.
10. Эмиссия Incre непосредственно взаимоувязана с фактами
выработки научных инноваций и предопределяется ими. Гарантиями инновационного
содержания научных исследований, которые в рамках первенств по научной
аналитике проекта PlatoNicK получают высокий уровень экспертного оценивания (и
своими качествами предопределяют лауреатские статусы авторов), являются
обязательные требования к оригинальности, инновационности и аргументированности
содержания статей и докладов, широкое и открытое обнародование,
профессиональное обсуждение и наукометрическая индексация научных работ. Каждое
научное исследование, которое получает высокий уровень экспертного оценивания в
проекте PlatoNicK, неизбежно и однозначно содержит реальный, оригинальный вклад
автора такого исследования в развитие науки, коллективного интеллекта и
социального прогресса.
11. Эмиссия Incre происходит ежегодно и поэтапно: в течение
каждого календарного года стадии эмиссии валюты синхронизируются с проведением
(подведением соревновательных итогов) этапов первенств по научной аналитике.
При полноценной реализации программы первенств по научной аналитике, ежегодно
проводится не менее 3 этапов первенств по каждой из 12 базовых отраслей науки.
В рамках каждой базовой отрасли науки победители и призеры первенств (1, 2 и 3
место) определяются во всех проблемных (тематических) секциях (от 7 до 12
секций в рамках каждой отрасли). На каждом этапе первенств их лауреаты
определятся в отдельных секциях (альфа-первенство) и в рамках отрасли науки
(абсолютное первенство) в национальных, континентальных и всемирных масштабах.
Результаты первенств на межотраслевом уровне (мега-первенство) в целях эмиссии
валюты не принимаются во внимание. Таким образом, потенциально возможное
максимальное количество лауреатов первенств по научной аналитике, которые могут
инициировать эмиссию валюты, известно заранее. Реальные количественные объемы
такой эмиссии на каждом этапе (и суммарно – по итогам года) зависят от
фактического количества официально объявленных призеров (их может быть меньше
максимально возможного количества) и качества их научных исследований,
выраженного экспертным оцениванием (от количества баллов экспертного оценивания
зависит, сколько именно валюты будет эмитировано по отношению к каждому
лауреатскому исследованию).
12. Объем эмиссии Incre в отношении каждого индивидуального
победителя и призера устанавливается в размере такого количества единиц Incre,
которое соответствует количеству единиц, на которое средний балл экспертного
оценивания исследования каждого такого лауреата превышает общий средний балл
экспертного оценивания работ всех участников конкретного этапа первенств
соответствующего уровня и вида. При этом
окончательное количество единиц эмиссии Incre по отношению к каждому лауреату
первенств определяется с использованием двух видов повышающих коэффициентов: 1)
«титульного» (дипломного): 1,2 – «бронзовый» диплом; 1,4 – «серебряный» диплом;
1,6 – «золотой» диплом; 2) «рангового» (масштабного): 1,2 – национальной
первенство; 1,4 – континентальное первенство; 1,6 – всемирное первенство. Таким
образом, объем эмиссии Incre непосредственно зависит не только от качества
(которое выражено в экспертных оценках) научных исследований лауреатов
первенств, но и от фактора интеллектуальной конкуренции, который выражается в
призовых местах (дипломах), которые занимают лауреаты первенств.
13. Эмиссии может подлежать такое количество единиц валюты
Incre, которое соответствует целому числу. В случае необходимости, вычисленный
в соответствии с установленными правилами объем эмиссии округляется в сторону
увеличения до целого числа. Дополнительно эмитированное количество денежной
массы передается в распоряжение операционной системы Incre.
14. Весь объем эмиссии Incre по отношению к каждому
лауреату первенства начисляется такому лицу и передается ему в собственность,
за исключением 20 % такой суммы, которая передается в распоряжение операционной
системы Incre.
15. Часть эмиссии Incre, передаваемая в распоряжение
операционной системы Incre, используется операторами (администраторами) проекта
PlatoNicK для обеспечения его развития, дополнительного поощрения эффективных
участников проекта, а также поддержания устойчивости и стабильности обращения
Incre.
16. Каждая эмитированная единица Incre имеет
идентифицирующий серийный номер, который состоит из знаковых символов,
характеризующих следующую информацию: дата официальной электронной публикации
научного исследования лауреата; начальные буквы фамилии и имени лауреата, а
также всех слов, составляющих название научной работы (статьи, доклада)
лауреата; код отрасли науки и секции; вид первенства («альфа» или «абсолют»);
цифра, обозначающая занятое лауреатом место в первенстве; буква, обозначающая
ранг (масштаб) первенства; порядковый номер единицы Incre, эмитированной в
связи с получением научной работой соответствующего лауреатского статуса. 1 «nova» имеет аналогичный идентификационной
номер с указанием доли (от 001 до 100) конкретной единицы Incre, частью которой
данная «nova» является.
17. Эмиссия Incre осуществляется автоматически в
соответствии с установленными правилами. Учет эмиссии и движения (транзакции,
переход права собственности) финансовых средств осуществляется в электронном
виде операционной системой Incre. Эмиссия Incre, по сути, происходит
децентрализовано, зависит от активных, эффективных и экономически значимых
действий отдельных лиц и основывается на фактах генерирования таких
экономических ресурсов, как научные инновации.
18. В целях ограничения возможности чрезмерного разрастания
денежной массы, обеспечения устойчивости и оптимизации оборота Incre,
минимизации деструктивного влияния на всю денежную систему спекулятивных
операций с валютой, устанавливается предельный срок оборота каждой денежной
единицы Incre (в том числе – «nova») на протяжении 5 лет с момента её эмиссии.
По истечении указанного срока, соответствующая единица Incre выводится из
оборота и в течение 10-дневного срока подлежит обязательному (принудительному)
обмену на традиционную валюту по актуальному рыночному курсу (через
операционную систему Incre) с передачей (зачислением) такой валюты в пользу
собственника Incre.
19. Предотвращение чрезмерной волатильности и обесценивания
Incre обеспечивается несколькими факторами: 1) естественным ресурсным происхождением
валюты и её реальным экономическим содержанием, которое нет необходимости
«придумывать» с помощью масштабной и агрессивной рекламы, слухов и домыслов
(непосредственная связь с экономически ценным ресурсом – научными инновациями);
2) ограниченностью, прогнозируемостью и контролируемостью эмиссии; 3)
существенным ограничением спекулятивных и нелегальных (в том числе – в целях
осуществления противоправной деятельности) операций с валютой; 4) наличием
естественной среды для активного и безоговорочного использования Incre в качестве платежного средства при
приобретении товаров, услуг и совершении иных сделок (в рамках проекта
PlatoNicK); 5) понятными и строгими правилами эмиссии и оборота; 6) наличием
гаранта платежеспособности (ликвидности) валюты (в том числе – неизбежности её
итогового обмена на традиционную валюту), а также легальности оборота
(использования) Incre в виде администратора проекта PlatoNicK; 7) возможностью
справедливого арбитража по операциям с Incre; 8) значительным сокращением возможности
какого-либо внешнего влияния не экономического (не объективного) характера на
эмиссию, оборот и рыночную стоимость; 9) позитивными, прогрессивными и
социально благотворными сущностью (содержанием) и имиджем Incre, которая
непосредственно связана с активным научным процессом и разработкой инноваций.
20. Социальное значение виртуальной валюты «Incre»
заключается в том, что она является символической формой олицетворения
непреходящей и наиболее важной социальной ценности – прогрессивного
интеллектуального творчества и инноваций. Баллы экспертного оценивания в
первенствах по научной аналитике выставляются научным исследованиям тем выше,
чем значительнее уровень инновационности, обоснованности и практической
применимости таких исследований. Соответственно, победителями и призерами
первенств становятся исследователи – авторы наиболее эффективных новаций.
Именно в непосредственной связи с этими фактами эмитируется валюта «Incre». И
чем выше уровень инновационной ценности каждого лауреатского исследования, тем
выше средний балл его экспертного оценивания и объем эмиссии, который
инициируется такой работой.
21. Экономическая обоснованность и целесообразность валюты
«Incre» заключается в том, что именно инновации (которые символически
олицетворяются этой валютой) являются движущей силой, катализатором
общественного прогресса и роста экономики. Более того, любые прогрессивные
инновации имеют коммерческий потенциал, общественную необходимость,
экономический спрос, стоимость и потенциал для эффективного преобразования,
рационализации хозяйственных процессов, создания прибавочной стоимости и
рабочих мест. Кроме того, денежная масса
«Incre» изначально не является пустой формальностью (бессодержательной
информацией), потому что она имеет реальные экономические параметры
происхождения и оценки: валюта характеризует условную себестоимость
совокупности интеллектуальных, физических усилий и материальных затрат
исследователей на разработку инноваций, а также рыночную стоимость таких
инноваций.
22. Функционирование валюты «Incre» объективно
обеспечивается неизбежно высоким социальным спросом на инновации и их реальной
рыночной стоимостью.
23. Тезисное сравнение валюты «Incre» с иными виртуальными
валютами (электронными деньгами).
Все ныне существующие известные виртуальные валюты (в том
числе - криптовалюты) – это просто единицы цифровой информации. В основном
такая информация не имеет конкретного значения (содержания, самостоятельного
смысла) – это только абстрактная и формальная данность, которую определенное
количество лиц решило воспринимать как ценность. Именно на локальном
общественном признании, пропаганде (рекламе), а также вере (симпатии) и
согласии определенного количества лиц использовать такую бессодержательную
информацию как платежное средство (обменный эквивалент рыночных ресурсов) и
основывается ценность большинства электронных денег. Как только такие вера и согласие исчезают,
ценность электронных денег сразу утрачивается. Потому что у таких валют не
существует самостоятельного содержания - собственной («внутренней»)
экономической ценности в виде естественного происхождения из глубин
коллективной системы созидательной социальной активности, а также объективного
общественного спроса и способности удовлетворять хозяйственные,
производственные потребности людей. В значительной мере, электронные деньги –

и отображает (символизирует) валюта Incre. По большому счету, у новаторской
научной информации, имеющей прогрессивный потенциал социального развития и
экономического роста, не существует каких-либо альтернатив (заменителей) среди
сведений любого иного вида. Тем более, по критерию ценности, инновационному
содержанию, электронной валюте Incre не способна ничего противопоставить любая
иная, бессмысленная или экономически бесполезная цифровая информация,
культивируемая в сети Интернет. В рамках современных либеральных трендов и
сочувственного восприятия «самосозерцающим» коллективным сознанием различных
форм абстрактной (иррациональной) рефлексии, многие идеологи, функционеры или
манипуляторы пытаются предложить обществу в качестве «идеальной валюты»
бессодержательный набор цифровых кодов, посты, лайки, житейские сообщения и
комментарии, примитивные фотографии, клики или какие-либо иные малозначительные
действия в виртуальной реальности. *

традиционных фиатных денег, которые по вине национальных правительств часто
недостаточно эффективны как универсальные экономические ресурсы и ныне
массированно подвергаются критике, заключается, прежде всего, в исторически
сложившемся, эволюционном общественном согласии, политической организации
общества, государственных гарантиях платежеспособности денег (долговом
обязательстве государства). Вся эта система политико-экономического общественного
договора – безальтернативный залог выживания и развития общества, эффективного
противодействия разрушительному хаосу. Электронные деньги, инициированные
корпорациями и частными лицами, не имеют всех этих глубинных признаков
ценности, социальной необходимости и масштабной коллективной интеграции людей,
а также хозяйственных процессов. Любые, даже самые эффективные и
высокоорганизованные виртуальные валюты частных инициаторов не могут являться
заменителями официальных государственных валют (бумажных и электронных), а
способны, в лучшем случае, лишь дополнять их в качестве альтернативного
финансового инструмента.
